add a csv file

• multiple csv referencing the same people must be done in one session
  (to distribute the total budget privacy among the requests)
• multiple csv that doesn't share people can be processed in different sessions
  (because it doesn't make sense to distribute the total budget privacy)

protectives values: 0.001 to 0.1
medium protection: 1 to 5
non protectives values: 10 and more
